Who We Are

C4CJV, LLC (C4CJV) is an SBA-approved Mentor Protégé Program Joint Venture established between First Division Consulting, Inc. (FirstDiv) and Resource Management Concepts, Inc. (RMC). C4CJV was founded with the premise of combining our outstanding capabilities and experience in order to support our customers’ mission.

C4CJV is headquartered in the Washington, D.C. area and is a SDVOSB small business entity. Our primary capabilities include software, cyber, cloud, network engineering, program management, and logistics services.

Together, RMC and FirstDiv are delivering end-to-end support across systems engineering, cybersecurity, RDT&E labs, program management, and lifecycle logistics for the Navy, Marine Corps, USAF, and the broader DoD community. RMC brings over 30 years of experience as a provider of IT, cybersecurity, and network engineering services, with nearly 700 cleared and CSWF-certified professionals supporting NAWCAD, NAVSEA, NIWC, USMC MCCOG, and USAF RDT&E programs under large-scale prime contracts. FirstDiv, a Service-Disabled Veteran-Owned Small Business, provides disciplined engineering, IT, logistics, and programmatic support to the Navy and MARCORSYSCOM, with a proven track record as prime contractor delivering systems engineering, acquisition lifecycle, training, logistics, and FSR support worldwide.
